Keyholder details for your property? Who to register with?

Hi all,
I am thinking of setting up a business and want your idea.
I am thinking of setting up a keyholder database that would contain the details of properties in the UK.
At the moment there are regional databases but no standard database that all the emergencies services and local authorities use.

So my question is this, would you pay £12.50 to have your property details listed on the database.

The benefits to you are:-

1) That if you get burgaled the police can contact you immediately, rather than you getting home from work and discovering your front door missing and a piece of wood in its place,

2) If your burglar alarm keeps sounding then the Council have a legal power to enter your property to turn it off, by force if neccesary, so it would be much easier and cheaper to ring you and ask you to turn it off,
