    It depends on his purpose for watching them. While he may not catch any thieves, he’s observing work habits. Works habits can affect the efficiency of employees. He can learn of mistakes employees are making, or figure out a method for them to work better.

    It depends on the size of the company, the number of screens, the amount of traffic, the value of the merchandise, etc.

    If these factors are high enough, then full-time surveillance is probably justified. If, on the other hand, it’s just a small business with only a few valuable items, then it’s probably voyeurism.
